This is another shot from the 2004 Rose Festival Carnival. Along the far left bank of the Willamette you can see the ferris wheel. Two of the boats in the water are USCG, protecting the larger naval vessels further down river that gather as part of the festival and snarl traffic whenever they move as the bridges go up and down.
